I propose an evolved version of this model—OODA-R, where risk is defined as the “fog of crisis” — a term I developed to describe the uncertainty and complexity in modern threats. The “fog of crisis” is a uncertainty cloud that influences every stage of the decision-making process or a constantly shifting layer of uncertainty that affects perception, orientation, decision-making, and action. Unlike traditional linear or iterative models, OODA-R follows a spiral structure, recognizing that risk is not static but continuously evolves with each cycle.
